Coordinated Entry (CE)
Getting You The Support You Need
Coordinated Entry is the process in which individuals and families experiencing homelessness may find housing and connect to community resources.
In partnership and funding with the Wisconsin Balance of State Continuum of Care, KHDS is the lead for the Kenosha Community to ensure that resources are prioritized based on vulnerability, severity of needs, and other data.
Coordinated Entry Providers include:
Emergency Motel Voucher Program (EMVA) STATUS: NONE AVAILABLE
Voucher Status: NO VOUCHERS
The EMVA Program is designed to provide an immediate response to people in the community experiencing literal homelessness (living on the streets, in a vehicle, tent, campground, bench or other place not meant for human habitation).
Vouchers are used when an emergency shelter bed is not available or there is an extenuating circumstance that prevents someone from entering shelter.
In partnership with Kenosha County, our goal is to prevent entry in the homeless service delivery system by helping people to identify alternative housing options and community resources.

PATH Project (Mental Illness)
Eligible Consumers: Adults (18+) experiencing homelessness, living with a diagnosed serious mental illness.
The PATH Program provides street outreach and case management to people who are experiencing homelessness and are living with serious mental illnesses, including co-occurring substance abuse disorders with connecting to mental health services, shelter, and stable housing.

RHY-SOP Program (21 & Under)
Eligible Consumers: Individuals 21 and under who are experiencing homelessness, living on the streets, or are runaway youth.
The Runaway and Homeless Youth Street Outreach Program (RHY-SOP) is a partnership program between KHDS and the Family and Youth Services Bureau providing young persons experiencing homelessness supportive service.
Program goals include stable housing, self-sufficiency, and a roadmap towards success after the program.
Rapid Rehousing (Individuals and Families)
Eligible Consumers: Individuals, families, and those fleeing domestic violence and meeting eligibility guidelines through Coordinated Entry.
Rapid Rehousing is a series of programs designed to be a critical part of the Kenosha Homeless Response Plan. Our work is funded through partnerships between the Department of Housing and Urban Development, the United Way of Kenosha County, the Department of Energy, Housing and Community Resources, and the State of Wisconsin.
Our goal is to help people find stable and affordable housing options in scattered site units in the community.
Participation in the program requires a Coordinated Entry referral.
PSH Program (Single Adults with a Disability)
Eligible Consumers: Single adults living with a disability.
The Permanent Supportive Housing (PSH) Program is designed to help individuals maintain housing, supportive resources, and quality of life.
Our work is made possible through a partnership with the Department of Housing and Urban Development.
Participation in the program requires a Coordinated Entry referral.
